Sergey Arbuzov was born in Donetsk in 1976, a citizen of Ukraine.
He graduated from the Donetsk State University, having specialized in "Finance and credit" and qualified as an economist. From 1996 to 2010 he worked in the commercial banks in Ukraine, having passed a way from economist to the head of commercial banks, having headed "Ukrainian Business Bank" in 2003. In 2010 he was appointed Chairman of the Supervisory Board of the State "Ukreximbank". In September 2010, he was appointed First Deputy Chairman of the National Bank of Ukraine. From December 2010 to December 2012 – Chairman of the National Bank of Ukraine.
On 24 December 2012 he was appointed First Vice Prime Minister of Ukraine. As First Deputy Prime Minister Arbuzov was fulfilling government tasks and competences in the areas of an Agrarian policy and the Food, economic development, trade, social policy, finance, income and charges, also the issues of implementation of the program of economic reforms in Ukraine in 2010-2014 "Prosperous Society, Competitive Economy, Effective state". Since March 2013 – the representative of Ukraine in the CIS Economic Council. In February 2014 he was appointed the Prime Minister of Ukraine. February 27, 2014 he was dismissed from his post because of the resignation of the Cabinet of Ministers of Ukraine.
